Inactive games

I just created an inactive game forum on the main page. I've moved the Epsilon Minor, Wing Commander and Second Sathar War board game forms down one level into this his new forum as they are not currently active. If things pick up in those games or the owner wants to get them going again (and I hope to resurrect the SWII game soon), they'll get moved back to the main page.
